This weekend, actress Victoria Rowell hosted her High Tea at Noon event which benefits The Rowell Foster Children’s Positive Plan.
The Rowell Foster Children's Positive Plan is a non-profit organization founded in 1990 by Victoria Rowell. For over a decade RFCPP has provided the means for foster children to fulfill their limitless potential through involvement in fine arts, sports, financial literacy, and employment and educational opportunities.
